AI RFP Software vs. Microsoft Copilot: What Proposal Teams Still Need
If you've spent any time reading about AI lately, you've probably come across the phrase “agentic AI.” And, depending on who you ask, it's either the next big leap forward or simply the latest buzzword. The truth is probably somewhere in the middle.
For proposal teams, though, there's a more practical question: what would agentic AI actually do that today's AI tools don't?
Agentic AI for proposal management uses AI agents to complete multi-step proposal tasks—such as analyzing RFPs, retrieving approved content, drafting responses, and coordinating reviews—while keeping proposal professionals in control of final decisions.
What’s Agentic AI?
Agentic AI is artificial intelligence that can complete multi-step tasks with minimal prompting. Rather than responding to a single request in isolation, it can plan a sequence of actions. For example, agentic AI can retrieve information, make limited decisions within defined rules and then return work to people for review or approval.
In proposal management, that could mean much more than generating text. An agent might analyze an RFP, identify the requirements, search approved content, prepare a first draft, flag areas that need subject matter expert (SME) input, and notify reviewers when everything is ready. In enterprise environments, people still approve content, shape strategy and ultimately decide what goes to the client. Agentic AI is there to support that process, not replace it.
Why Proposal Teams Need More Than Generative AI
When generative AI first appeared, most of the conversation centered around content creation. It could draft responses, summarize documents, rewrite paragraphs, or help brainstorm ideas. Those capabilities are valuable, and they save real time.
We've spent years working with proposal teams, and one thing has remained remarkably consistent: writing is rarely what slows them down. Instead, it’s coordination.
If you've managed a complex proposal, you know how much work happens before anyone starts drafting. Someone needs to find the latest case study, confirm approved messaging, check technical details with SMEs, and make sure an outdated answer from two years ago doesn't accidentally make its way into the final submission. The proposal process has plenty of potential bottlenecks. That’s why more organizations are now asking whether AI can help with that coordination as well as the writing.
How Agentic AI Supports the Proposal Management Process
Coordinating the proposal management process is where we're starting to see agentic AI make a difference for our clients. Rather than helping with a single prompt at a time, an AI agent can take on a series of steps and prepare everything for review.
If your proposal team already works in Microsoft Word, Outlook, Teams, and SharePoint, that process should happen where people are already working—not by asking everyone to jump into yet another application. From our perspective, that's one of the biggest differences between simply adding AI and building it into the proposal workflow.
The proposal manager is still making the important calls. They know the client, understand the competitive landscape, and decide whether the messaging is strong enough. The AI simply removes some of the repetitive coordination that slows the whole process down.
Why Governance Matters More Than Ever
One thing that's sometimes overlooked in conversations about agentic AI is governance. The more responsibility you give AI, the more important it is to know where it's getting information from. If an agent retrieves outdated messaging or pulls in content that hasn't been approved, it can create problems surprisingly quickly.
Governance needs to be built-in from the very beginning. Confidence in a proposal management solution with agentic AI comes down to three basic things: 1) the AI is working with approved content, 2.) the AI is respecting permissions, and 3) the AI is giving people the opportunity to review and approve its work before anything reaches a client.
How to Evaluate Agentic AI for Proposal Management
If you're evaluating agentic AI for proposal management, it's worth looking beyond the product demonstrations and asking a few practical questions:
- Does it retrieve approved content rather than generating answers from scratch?
- Can it work within Microsoft 365 and the applications your teams already use?
- Does it respect your organization's security and document permissions?
- Can people review, edit, and approve every response before it's shared?
- Will it become more useful as your organization's knowledge base grows?
Those answers are likely to have a much bigger impact on day-to-day adoption.
The Future of Agentic AI in Proposal Management
There's no shortage of bold predictions about agentic AI. Some suggest it will replace knowledge workers altogether. Others dismiss it as more marketing hype. We don't think either view is especially helpful.
What we're seeing among our clients is something much more practical. Proposal teams aren't asking AI to run the pursuit on its own. They're looking for help with the work that sits around the proposal itself: keeping projects moving, reducing administrative effort, and giving people more time to focus on strategy and the client.
Agentic AI won't eliminate the need for experienced proposal professionals, nor should it. Winning proposals still depend on judgment, collaboration, and understanding what matters to a particular customer. Those are decisions people are much better equipped to make.
The opportunity is to let AI handle more of the routine work while your team focuses on the work that actually wins business.
